Track 1 – Setting the Stage for Success
Track 2 – Progressive Design-Build in Action
Progressive Design-Build continues to grow in popularity as project teams are demonstrating ways this variation of design-build can optimize spending, drive schedule, and create more nimbleness and flexibility. This track focuses on five case studies, all including the Owner, as they discuss real-life outcomes and lessons learned on PDB projects.
Track 3 - Optimizing Outcomes with a Fixed Price
Owner preference or legislative restrictions may require that the Owner be provided with a firm-fixed price at time of contract award. This variation of design-build, when performed in accordance with best practices, continues to yield optimal outcomes. This track includes case studies that demonstrate how clearly defined expectations and collaborative processes drive success on Fixed Price Design-Build projects, including lessons from multiple design-build award-winners.
Track 4 – SOS: Design-Build to the Rescue
Design-build has long been the heart of rebuilding efforts in times of crisis from coast to coast. Whether it’s devastating hurricanes, fires, floods or other disasters, design-build has helped communities recover more quickly and cost-effectively by delivering efficient and innovative projects on-time and -budget. Critical water/wastewater infrastructure has also relied on design-build for mission-critical and projects. This track shows the power of design-build when time is of the essence, and when the risks and challenges are high.

Achieving High Level Collaboration and Success within Fixed Price Design-Build
How does a team achieve high level collaboration and success with a fixed price design-build contract? This panel will review the highly successful Hillsborough County NW WRF project from the Owners, Engineers, and Contractors perspective to outline how fixed price design-build can succeed. Outlining the process from bridging documents, conceptual design, design workshops, permitting challenges, and properly executed work plans. How a project built on a jurisdictional wetlands within an existing, operational plant, can beat the schedule and increase value. Instead of "no" this team was constantly asking "how?".

Encouraging Collaboration in a Fixed Price Design-Build Delivery
Fixed Price Design Build delivery is typically understood to not allow Owner input following RFP development. However, Stanislaus Regional Water Authority (SRWA) is delivering their new $200M Regional Water Supply Project via the FPDB model while incorporating significant opportunities for owner input and engagement throughout the project lifecycle. Working with West Yost as their Owner’s Advisor and Jacobs as their Design Builder, SRWA has created a collaborative environment that leverages the benefit of the delivery model (e.g. early price certainty, market innovation, expedited schedule, etc.) without limiting client input following the RFP development stage. This presentation will highlight specific activities and practices implemented by the team to achieve the goal of collaboration throughout the project. These include: - Confidential meetings as part of the procurement effort to establish and test team collaborative dynamics and allow Design Builders to develop technical proposals vetted in client goals and preferences. - Submission of Alternative Technical Concepts as part of the Design Build Proposals to identify where prescriptive RFP requirements may limit project value. - Allowances for early alternative development to consider incorporation of Owner concepts into Design-Builder’s final design. - Streamlined contract administration process that avoids discouraging contract changes that improve project value.

Fast-Tracking Polyfluoroalkyl Substances Groundwater Treatment Plants using Fixed Price Design-Build
Anaheim occupies approximately 50 square miles in Orange County and the 10th-most populous city in California. Anaheim's water supply has historically been sourced from groundwater pumped from local wells, with the balance coming from purchases of imported water from the Metropolitan Water District of Southern California (MWD). The source water for wells is the Orange County Groundwater Basin, which is replenished with water from the Santa Ana River, local runoff, imported water, and purified recycled water. Approximately 75 percent of annual system water demand (60 mgd) has been historically supplied by groundwater of which approximately 40 mgd is impacted by polyfluoroalkyl (PFAS) substances. Anaheim elected to utilized fixed priced design-build to fast-track treatment solutions for PFAS at 9 sites to restore this valuable drought tolerant resource. Presentation will focus on collaborative processes, best practices, and innovative approach to supply chain issues to fast-track the program, increase groundwater availability, improve groundwater quality, and improve operability and lifecycle value.

Making Fixed-Price Design-Build Progressive for KC Water Biosolids Facility Improvements
Kansas City, Missouri Water Services (KC Water) applied design-build best practices during the selection of a fixed-price design-build (FPDB) contractor to upgrade the existing biosolids handling at the City’s Blue River WWTP through a thermal hydrolysis process (THP) addition to anaerobic digestion. KC Water, with the assistance of Carollo/Jacobs as Owner’s Advisor, obtained price certainty that the FPDB approach allows and effectively infuses collaborative elements into procurement that are normally associated with progressive design-build (PDB) delivery. Based upon information gained in global facility tours, KC Water sole-sourced the THP manufacturer allowing for better control of price certainty, schedule, and quality of the system, instituting a feature offered by a PDB. During procurement, a series of confidential meetings were held, encouraging innovation and approaches to risk mitigation for the project procured during the COVID pandemic. Alternative technical concepts were allowed that resulted in significant betterments from the conceptual design. Stipends were awarded to the unsuccessful firms. The procurement allowed KC Water to procure the project approximately 7 percent under budget with equitable sharing of risk and adequate contingencies. Notice to Proceed for the $140M project was issued January 2021, design and demolition are nearly complete, and startup is anticipated in 2024.

Joint General Session: Less Talk-More Action: Using Design-Build to Power MWDBE Participation
As agencies begin identifying shovel-worthy projects and find qualified teams to deliver them, it’s also important to note the important role diversity, equity and inclusion will play in IIJA’s implementation. The demand for Minority, Women, and Disadvantaged Business Enterprise (MWDBE) team members will continue to grow as IIJA funding is distributed. Vinny Boles is one of the Army’s most skilled logisticians with decades of experience managing the world’s largest and most complex supply chain, from the port to the Pentagon. General Boles served in various assignments over a 33-year career, holding command positions at every level and serving in multiple combat deployments. His ?nal Army assignment was at the Pentagon as the assistant deputy chief of staff. City of San Jose delivers New Headworks with Dynamic Design-Build Team
The City of San Jose procured a design/builder that could collaboratively develop innovative technical solutions for a new 260-MGD headworks at their Regional Wastewater Facility. The facility is one of the largest effluent recycling facilities on the West Coast and has aged infrastructure that needs replacement. The City successfully established the goals of the project that allowed the team to develop a solution that saved money. The design/builder integrated with the City’s dynamic team of both a program manager and owners’ advisor to develop solutions that minimized plant disruptions, augmented the concept design, and saved $20M. The team collaborated early in the design phase to revise the concept design to align around a solution that provided an entirely new headworks and brought the City closer to their original budget. The design required a new 96” pipeline through the middle of the facility and required installing a 149-beam shoring system to protect existing underground infrastructure. The design phase included aggressive field exploration combined with 3D modeling that identified more than 274 conflicts of existing utilities that has resulted in no unplanned treatment disruptions during construction. The construction is more than 55% completed and acceptance testing is scheduled for summer of 2022.

Use of Design-Build to Mitigate the Supply Chain Roller Coaster Ride
The Design-Build community is seeing disruptions in the supply chain affecting projects across the country. Radical commodity cost increases and prolonged delivery delays are likely to be around for the foreseeable future. This diverse panel will discuss the current situation in supply chain management and how Design-Build collaboration and delivery can serve to mitigate disruptions. The foundation of Design-Build is collaboration and communication. Many of the recent supply chain issues are unprecedented and the Design-Build contracting model is an effective tool to negotiate risk sharing and mitigation. Owners are taking a more active interest in these issues and have become willing to balance risk and contract issues to mitigate overall impacts to the project. Examples of procurement and contractual techniques will be discussed to balance these risks with a goal of fairness and openness for all parties as the Design-Build process unfolds for various infrastructure projects impacted by the current volatile climate.

DC Water Emergent Repair of Aerial Sewer Crossing at the National Arboretum
DC Water owns a variety of aerial sewer crossings throughout Washington, D.C. One such crossing is in the National Arboretum where an aerial sewer crosses over Hickey Run. Inspection revealed that the foundation of the sewer crossing had become compromised. The inspection revealed that the upstream abutment had spalled concrete and an eroded void beneath the footer and at the exposed backside that was subject to the surge flow of the creek along the eroded embankment. Because the consequence of failure was high, DC Water recommended emergency repair with special approval from the Department of Energy & Environment (DOEE) for a “permitting later and urgent repair first” approach. The design-build emergency repair included installation of micropiles for stabilization of the existing foundation, tying these micropiles into a newly placed concrete enlargement of the foundation, concrete repair on the pipeline encasement, five new concrete piers on piles to replace in-situ piers, toe protection and embankment retrofit, installation of CFRP on the pipeline encasement to strengthen the unsupported span overtop of the creek, and installation of GFRP and topcoat for future corrosion protection. The comprehensive rapid design-build rehabilitation plan was implemented by DC Water to extend the life of this critical asset.

Partnering for Successful Integrated Project Delivery in a Risky Environment
The City of Tampa’s DLTWTF has undergone several expansions and improvements over the past 90+ years and in 2018 the Water Department initiated master planning efforts to address operational and maintenance limitations. In 2019, the City engaged a design-builder (Jacobs) to replace deteriorating high service pumping assets, increase operational flexibility and provide redundancy with its clearwells, increase efficiency with its blending chamber, and prepare for future needs. Jacobs provided innovative solutions to solve the City’s challenges, mitigate risks, and deliver the project under an aggressive schedule. Together, Jacobs and the City partnered on this progressive design build project to make these innovative concepts a successful reality in the face of multiple risks - including extremely deep and difficult excavations adjacent to existing structures; keeping the plant operational and online during construction; and a pandemic that challenged effective collaboration and resulted in unpredictable material shortages and delays and unprecedented materials price escalations. While construction on this challenging and unique project is still ongoing, there is much to discuss and learn from the preconstruction and early work phases of the project including effective contract negotiation, GMP identification and development, technology utilization, assessing and managing risks, and early regulatory and stakeholder engagement.

Successful Emergency Replacement of a 54-inch Force Main in Record Time
Due to numerous breaks to its aging 7-mile major sewer transmission main, which resulted in over 200 million gallons of sewage spilling into nearby waterways, the City of Fort Lauderdale (City) declared an emergency and awarded two design-build contracts for design, permitting, and construction of the North and South Redundant Force Mains. This project provides a robust and reliable force main to supplement the City's existing infrastructure that can now be rehabilitated in the near future. The force mains convey approximately 75% of the City's wastewater flow from the City's largest re-pump stations to the wastewater treatment plant crossing through the heart of downtown Fort Lauderdale and adjacent residential areas. The project's original scheduled was 49 months. Using an expedited procurement process and design-build delivery, the project was completed within 18 months, an impressive feat considering that the project, which required procurement of pipe with unique sizing and DR, was executed during a pandemic. The project delivery integrated the City, Program Manager, and design-build teams resulting in the successful completion of the project significantly ahead of schedule, with substantial cost savings and protecting public health. The proposed session will outline the key elements of the successful project delivery.

This session will focus on the selection of delivery method (progressive design-build), procurement, design and preconstruction planning, and GMP negotiations for delivery of a large diameter stormwater pipeline through downtown Tacoma. The City selected progressive design-build based on its expectation of difficult ground conditions (steep slopes, complex aquifer and soils conditions, contaminated soils and groundwater); challenges related to permitting and property rights (freeway crossings, railroad and light rail crossings, an outfall into Puget Sound and endangered species compliance); and the potential use of micro-tunneling. The actual challenges during design and preconstruction proved to be even more complex, culminating in challenging market escalation conditions during GMP negotiations. The session will cover how the flexibility and adaptability of the delivery method was leveraged to help address these challenges and provided a mechanism to continually adjust in the face of new developments. It will specifically address the use of DBIA best practices, such as best value procurement, use of cost models, and use of risk registers during procurement and preconstruction.

When Water is Mission Critical: Design-Build Leads to Success for the VA
The VA needed a “Mission Critical” facility that would both increase drinking water and fire protection storage capacity and prevent and treat a potential legionella outbreak at one of its Northern California hospitals. Unfortunately, the VA had limited design standards and specifications applicable to a water infrastructure project of this type. Embracing the design-build process, the team came together to assess the project needs, determine the best path forward, and deliver a project that addressed the water demands, storage, and treatment needs in a timely manner. As a federal project, this healthcare campus faced many challenges, including: a legacy facility with limited relevant as-built records; the need to engage with and gain approvals from multiple federal agencies; working with two local water agencies for primary and secondary treated water supply; and construction on a decommissioned Air Force Base site where avoiding utility strikes was critical. The design-build team of the owner, contractor, and designer embraced the delivery method and demonstrated true partnering from procurement through final delivery to make this challenging project with multiple hurdles a success.

How Progressive Design-Build Revives 100+ Year-Old Water Mains
Great Lakes Water Authority (GLWA) will decommission the Northeast WTP due to overcapacity yet will still need to deliver drinking water to the residents and businesses in the service area from outlying WTPs. The service area covers a portion of northern Detroit and nearby suburbs. A series of existing 48-inch water transmission mains will be repurposed to directly provide drinking water. The challenge for GLWA: How to procure multiple projects to renew the pipelines to a AWWA Class 4 long-service life solution in an urban area while minimizing disruption.

Leveraging Collaborative Delivery and Innovative Funding to Achieve Memphis’s Vision
With the City of Memphis (City) facing new requirements for effluent disinfection and mounting needs for improvements within our plant-wide process train, the staff at the City began looking for a path forward that would allow multiple construction packages to be developed as funding became available. Working with CDM Smith to leverage alternative delivery and multiple innovative funding options; including WIFIA and SRF, our project team is delivering over $250M in plant upgrades to ensure compliance well into the future for our citizens. The City owns and operates the T.E. Maxson WWTP. In 2009, the City began negotiating our new NPDES permit that included requirements for the addition of disinfection to the treatment process. A disinfection evaluation was conducted; and as part of this evaluation, it was determined that the facility was nearing its biological treatment capacity due to heavy industrial loading and further process improvements would both improve the efficacy of the disinfection process and add much needed treatment plant capacity. Based on the need for packaging and assistance with funding to make this needed dream a reality, the City hired CDM Smith to implement a progressive design build, phased program to address the project.

The Plan to Transition a $1.765B WTP from the Design-Builder to Houston
The Progressive Design-Build for Houston’s 320 MGD Northeast Water Purification Plant (NEWPP) Expansion is over 60 percent complete and scheduled to achieve substantial completion for the first 80 MGD module in early 2023. The NEWPP will ultimately supply drinking water to over 2 million people, treating a challenging raw water supply with process enhancements that are new to Houston. The Houston Waterworks Team (Design-Builder), Houston, and Carollo Engineers (the Owner’s Advisor) spent considerable time and effort planning for the transition of operations to City staff and collaborating on the associated contract provisions. The team is now engaged in executing the on-boarding, training, and preparation of the City’s staff in accordance with the plan. Activities include operations-focused meetings, job walks, training sessions, integrating operations into key submittal reviews, standing-up the asset management program, building a dynamic treatment operations model (Blue Plan-it), and conducting seminars on treatment best practices. In parallel, the commissioning and acceptance test plans are being finalized with an eye towards turning over operations to Houston. This presentation will tell the story of how the NEWPP is being successfully transitioned from design and construction to operations, illustrating the importance of collaboration during integrated delivery.

Utilizing Progressive Design-Build Delivery to Optimize Capital Spending and Drive Schedule
The objective was to construct improvements to 28 aeration tanks, 3 blower facilities, 16 secondary clarifiers at a 64 MGD WWMF utilizing progressive design-build delivery. Originally, the estimated capital cost of these improvements was over $200 million, and the project was projected to take 6.5 years. The Design-Builder and Design-Engineer worked collaboratively with the Owner and the Owner’s Advisor to reduce the capital budget to $120 million and shave 18 months off the project schedule. This was accomplished by prioritizing the improvements based on real-time cost estimates, breaking the project up into 10 construction packages to allow construction to start while design proceeded in other areas, starting design without pilot results and adjusting the design as more information was developed. In addition, the project team worked collaboratively to develop an aggressive construction schedule that still met the needs of the operations staff at the WWMF. This presentation will include an in-depth summary of the development (and later adjustment) of the program level schedule and budget. In addition, the presentation will identify several of the decision sequences/protocol best practices that proved fruitful on this project. Lastly, managing the escalation and supply chain challenges caused by COVID will be discussed.

Achieving Greater Water Independence through Innovative Treatment Upgrades via Progressive Design Build
This presentation will demonstrate the advantages of the progressive DB model for delivering innovative and advanced treatment upgrades to the City of Santa Monica’s Arcadia WTP under a compressed schedule. The DB team worked in partnership with the City to screen various treatment processes, pilot test two high recovery Reverse Osmosis (RO) systems side-by-side, develop layout on a very tight site, coordinated with the California DDW through a very complicated permitting process, and worked through various, initial, funding challenges to deliver a detailed design for construction. Ultimately, a new advanced water treatment facility, using UV/AOP and GAC, has started construction to treat groundwater contaminants from the Olympic groundwater basin. In addition, a new flow reversal RO technology will be incorporated into the existing RO trains at the plant to increase overall water production and recovery, which will provide the City with greater water independence through the development of more local groundwater supplied. Throughout the design process, significant coordination with the City’s operations staff meant that their preferences could be incorporated into the design. Finally, working together, the City, Design-Builder and Designer created various project alternatives and options to initially address potential funding shortfalls, through the GMP process.
